Articles in Federal Rules Decisions?

There must be something wrong with this cite: J. Thomas Greene, "A Kindler, Gentler Justice System?" 181 F.R.D 559 (1998). It looks like a cite to an article, but isn't F.R.D. a reporter?

Answer: The Federal Rules Decision is part of West's National Reporter System. It contains cases from the U.S. District Courts that construe the Federal Rules of Civil Procedure or the Federal Rules of Criminal Procedure but do not appear in the Federal Supplement or F. Supp. 2d. In addition it includes relevant articles, speeches and proceedings of judicial conferences. Cases in F.R.D. can be found on Westlaw in the FRD-CS database, and are also in larger databases such as DCT, the database of the U.S. District Courts. The articles in F.R.D. can be found on Westlaw in the FEDRDTP database, or in larger databases such as TP-ALL. Both the cases and the articles can be pulled up on Westlaw by typing the cite into the Find by Citation dialogue box.

History repeats itself, and soon. Yesterday I had a patron who was totally stumped by an article citation to F.R.D. and plesantly surprised that we would have it and could just open up the book to the article. Is this confusion more common than I think?
